FDCL has an ICD of 1 sec. We've discussed removing that and lowering the proc chance to be more transparent.

　　The ICD was really to fix a bug and not to try and hide the proc chance.

　　The Flash Heal was an intentional change to tone down Shadow healing in PvP. It is still really good with that change.
